The Urban League report entitled A Brief Description of Obstructing and Resisting Data in Kent County is now available online. This report was first revealed to the public in April of 2005. The report shows that while African Americans were 398 of the 735 persons charged with "hindering and opposing", they make up only 8.9 percent of the total population in Kent County. This data sparked considerable public debate on this issue although the local media all took a decidedly "pro-police" position in their reporting on the study.
