Despite what the radio and television braodcasters might want us to believe, the airwaves belong to the public -- they are part of the public trust. The Federal Communications Commission (FCC) grants licenses to entities who wish to use the airwaves at no cost... they are FREE.

This guide explains how a community can go about challenging FCC licenses during the license renewal process and provides examples of organizing efforts in Grand Rapids, Michigan.
