CAFTA Passed with Republican Strong-Arming

Articles and commentary are beginning to appear online concerning the passage of CAFTA. According to reports, CAFTA initially lost by five votes but the House Republicans held the vote open for an extra hour in order to secure the needed votes for passage. This mid-night extension of the vote allegedly involved plenty of arm-twisting and deal making by the Bush administration and the House Republican Leadership. Many of these side deals involved sugar, labor protection, textiles, and China, although it remains to be seen if these deals will be honored. A recent report by Public Citizen shows that 89% of the side deals negotiated to gain votes for previous trade deals have been broken.

CAFTA Passes by One Vote

In a stunning sell out of workers both in The United States and Central America, the US House of Representatives passed the Central American Free Trade Agreement 217 to 215. While 27 Republicans broke with their party leadership and voted against CAFTA, 15 Democrats voted for the trade agreement. Local Republican congressmen Vern Ehlers and Peter Hoekstra voted for CAFTA. For a complete roll call of the CAFTA vote, click here. The fifteen Democrats who voted for CAFTA are:

Organizing against Sexual Harassment at Guiding Light Mission

Last week, activists with the Grand Rapids chapter of Food Not Bombs were made aware of a local organizing effort around sexual harassment at Guiding Light Mission in downtown Grand Rapids. There has been an ongoing picket outside of Guiding Light this summer as a result of sexual harassment and discrimination as well as a petition drive that has gained the support of many homeless people in the Grand Rapids area, many of whom report discrimination and harassment by Guiding Light’s staff.

Signers of the petition are making the following demands

  1. We support for equal rights and civil rights for everyone
  2. We support for Constitutional rights that protect everyone from discrimination, sexual harassment, and violation of civil rights
  3. We stand for liberty and justice for all people
  4. We would like for an unbiased investigation to be done by a Federal Grand Jury into the allegations against Guiding Light

CAFTA Vote in House Today

The House of Representatives has scheduled a debate and vote on the implementing legislation for the Central American Free Trade Agreement (CAFTA). The vote, which will likely come in the late hours of the night, is still expected to be very close. President Bush is having a closed meeting with Republican Representatives today in an effort to secure additional votes for the deal, while the White House and Republican leadership continue to offer a variety of deals and “side agreements” to gain votes [1, 2]. The vote is expected to be very close, but opponents are still optimistic that CAFTA will be defeated. Over the past few weeks the Bush administration has made some progress in gaining votes for the deal, but they are still believed to be short of the necessary total and many CAFTA supporters have begun to frame CAFTA as being necessary for the “war on terror.”

Local Congressperson Vern Ehlers has still not announced his position on CAFTA, with his most recent position being reported a couple weeks ago in the Grand Rapids Business Journal as “undecided.”

The local Stop CAFTA Campaign is still asking that people call Ehlers today to register their opposition. The United Steelworkers have setup a toll free number to reach Congress, callers simply call 1-866-340-9281 and when they get connected to the Capitol Switchboard, ask for the office of Vern Ehlers. A script that can be used for the call-in is available online.

EPA Hearing on the Great Lakes in Grand Rapids

The Environmental Protection Agency (EPA) is holding a public comment meeting on the recently released draft clean-up plan for the Great Lakes on Monday, August 1st at Grand Valley State University’s Loosemore Auditorium from 6:30pm to 9:00pm. At the meeting citizens will be able to share their thoughts regarding the draft clean-up plan announced last month by the Great Lakes Regional Collaboration (GLRC). The plan calls for $20 billion in funding to protecting the Great Lakes from invasive species, mercury contamination, wetlands destruction, and other threats.

Clean Water Action is asking that people attend the comment session and provide testimony supporting the plan. The group can provide interested people with sample testimony. Written comments can also be provided at the meeting or online.

Administration and Industry Lobbying Together for Trade Votes

From “White House Barters for Trade Pact Votes” in The Wall Street Journal:

…free-trade business groups are pushing for Cafta, and administration officials are combing a “whip list” of more than 50 lawmakers who say their minds aren’t made up. “It’s full speed ahead,” says Commerce Secretary Carlos Gutierrez, who has met with some undecided members three or four times. He also has reached outside the Beltway, calling chief executives at pro-Cafta companies and giving interviews to newspapers and radio stations in key states, with the goal of rallying grass-roots support. Daily strategy is plotted on 7:45 a.m. conference calls that bring together officials from the White House, the office of the U.S. Trade Representative and the departments of Commerce, Treasury, State and Agriculture.

Rep. Bill Thomas, chairman of the House Ways and Means Committee, has made the most visible contribution in the vote-getting effort. The California Republican pledged to move legislation that would expose China to a new range of trade sanctions, and in return secured the support of Republican Rep. Phil English, a trade critic from Pennsylvania, and perhaps six to eight lawmakers for whom cracking down on China is the deciding issue. Among them is Rep. Todd Platts, a Pennsylvania Republican who says he is now “probably leaning yes.”

New Intellectual Property Protects Announced in CAFTA Fight

From “Post Unveiled To Combat Intellectual Property Violations” published in Congress Daily on July 22, 2005:

The Bush administration today announced the creation of a new post designed to help combat intellectual property rights violations. The CAFTA vote has featured aggressive efforts by supporters to counter various concerns about free trade on Capitol Hill, and legislation addressing Chinese trading practices is moving in tandem with the CAFTA implementation bill. China’s spotty record on intellectual property rights is a major concern of businesses and many legislators, including some who may vote for CAFTA and who have in their districts high-tech firms that are particularly worried about IPR violations … The newly created position of Coordinator of International Intellectual Property Enforcement will be filled by Chris Israel, currently deputy chief of staff for Commerce Secretary Gutierrez. Israel, who will still report to Gutierrez, will coordinate IPR efforts across several agencies, including Commerce, the Office of the U.S. Trade Representative, the State and the Justice departments.

The Ortega Free Trade Fear Factor

Unable to sell CAFTA on its merits, desperate Republican supporters have had to resort to the fear factor. Their reasoning appears to be that if you can get Americans jittery enough, they will support pretty much any darn thing.

But since Osama bin Laden is hiding somewhere in the hills of Tora Bora instead of the highlands of Guatemala, Republican free traders have had to strain to conjure up an effective monster. The best they could do was Daniel Ortega. Remember him? He’s the former Nicaraguan guerrilla fighter-turned-politician who was voted out of office 15 years ago.

Grand Rapids National Guard Recruiting Numbers above National Average

Nationwide, the Army National Guard is short of its annual recruiting goal by 23%, but the Grand Rapids area recruiting office is exceeding its goal by 18% according to a story by WZZM 13. The article mentions that Sergeant John Bloye of the Wyoming National Guard believes the increase in recruits is due to “patriotism,” while the newsreader touts the signing bonuses and struggling economy as reasons to sign up. A similar story was also aired by WXMI 17 during which WXMI 17 essentially provided free advertising for military recruiters. The report talked about the “benefits” available to recruits (money for college, training, and cash bonuses) and quoted a recruiter saying that the increase in recruiters is due to “patriotism” and “9/11.”

Both the WZZM 13 and WXMI 17 stories failed to provide opposing perspectives, and they did not examine the role of race and income in military recruiting. The WXMI 17 story featured quotes from a Latina woman and b-roll of African American recruits, but made no mention the fact that people of color make up a disproportionate number of military recruits, with Latinos being targeted specifically in the past two years. The two stories also fail to mention that the military spends billions of dollars targeting low-income youth for service.

Nationwide, military recruiters are facing difficulties achieving their recruiting goals. In Sunday’s New York Times, the Army admitted that it would not meet its yearly recruiting goal for the first time since 1999.
